About
Franklin J. Falen is a real estate lawyer and the senior partner of Budd-Falen Law Offices, LLC, which he co-founded in Cheyenne in 1992. His practice centers on private property rights, land use, natural resources, environmental law, and related litigation. He represents landowners facing zoning, public lands, federal lands, environmental, and development issues and advises on contracts affecting agricultural and other privately owned property.
Frank earned a B.S. in Agricultural Economics from the University of Nevada at Reno and later received his law degree from the University of Wyoming. His education, combined with direct experience in agricultural operations, supports a practical understanding of land ownership, resource use, and long-term property planning. That background informs his work with ranchers, landowners, rural entities, and others whose legal concerns are closely connected to land.
Frank negotiates wind contracts, pipeline and transmission line rights-of-way, and oil and gas leases for landowners. He has developed group-negotiation approaches for major rights-of-way and has represented landowners opposing exactions and other conditions affecting private property. His earlier work as Chief Administrative Officer for the Washington State Cattlemen’s Association adds experience with agricultural organizations, negotiation, and policy concerns affecting rural property owners.
Franklin J. Falen also advises on estate and succession planning, helping landowners structure plans for transferring agricultural operations to future generations. He has taught continuing legal education programs on zoning and land use planning and speaks at wind-related programs. His recognition includes the Wyoming Outstanding Ag Citizen award and honorary chapter degrees from the Future Farmers of America, reflecting sustained work involving agriculture and property rights.
