About
Elisabeth H. Ross is a partner at Birch Horton Bittner & Cherot and leads the firm’s Public Utility and Communications practice in Washington, D.C. Lisa advises communications companies, electric utilities, and renewable energy businesses on regulatory, legislative, appellate, and transactional matters. Her work spans agency proceedings, infrastructure projects, mergers, compliance questions, and other issues affecting regulated energy and communications companies.
Lisa earned a J.D. from Northeastern University School of Law and a B.A. in American Civilization from Brown University, graduating cum laude. Her education supports a practice requiring close analysis of regulatory frameworks, public policy, administrative records, and complex commercial arrangements. That foundation has helped her advise clients before state and federal regulators and in appellate matters involving important agency decisions.
Lisa has represented clients before the Regulatory Commission of Alaska, the Federal Communications Commission, and state commissions nationwide. Her work includes rate and rate-design cases, certification, mergers, compliance, regulation, infrastructure projects, interconnection contracts, power purchase agreements, and utility business arrangements. She has also handled appellate matters that resulted in agencies revising decisions of strategic importance to clients.
Elisabeth H. Ross is AV rated by Martindale-Hubbell and brings more than three decades of work in energy and communications regulation. Lisa also advises on legislative strategy, public lands, fisheries, government contracting, and selected investment matters. Her practice helps regulated businesses coordinate agency advocacy, appellate strategy, transaction planning, and government affairs when legal and policy issues intersect.
