Elaine C. Greenberg brings over three decades of experience in securities law, regulatory enforcement, and litigation. Her national practice includes handling complex matters involving the SEC, FINRA, DOJ, and state attorneys general. She has provided legal counsel to major financial institutions, issuers, public companies, and individual officials across the financial sector.

Elaine holds a Bachelor of Arts, magna cum laude, from Temple University, where she was inducted into Phi Beta Kappa. She earned her Juris Doctor from Temple University Beasley School of Law. Her educational path laid a strong foundation for her extensive public and private sector legal work in financial regulation and enforcement.

Elaine began her distinguished career with the U.S. Securities and Exchange Commission, serving for 25 years. During her tenure, she was the first Chief of the SEC’s Specialized Unit for Municipal Securities and Public Pensions. She also held the role of Associate Director at the Philadelphia Regional Office, where she led key enforcement programs in the Mid-Atlantic region.

Elaine is known for her deep understanding of SEC policies and her ability to drive impactful legal outcomes. She has brought high-profile enforcement actions, handled first-of-their-kind cases, and achieved precedent-setting settlements. Her work has consistently shaped securities enforcement strategy and compliance standards.

Elaine has advised on numerous matters, including insider trading, market manipulation, corporate disclosure, mutual fund practices, and municipal finance.
