Dustin earned his Bachelor of Arts, magna cum laude, in history from Western Washington University in 2002. He received his Juris Doctor, summa cum laude, from Seattle University School of Law in 2005, where he served as technical editor for the Seattle University Law Review. His education forms the foundation for his deep legal insight into energy, natural resources, and environmental regulation.
Dustin specializes in navigating hydroelectric relicensing, compliance, and license surrender before the Federal Energy Regulatory Commission. His leadership in the Lower Klamath Hydroelectric Project’s license surrender helped resolve one of the most difficult FERC hydropower cases in U.S. history. He coordinated strategies with agencies, Tribes, and stakeholders to ensure practical solutions.
Dustin supports clients with strategic planning for renewable energy development, fish passage solutions, and pumped storage projects. His negotiation skills aid in resolving regulatory hurdles while maintaining key business priorities. He also plays a critical role in helping utilities manage wildfire-related risks through legislative and regulatory engagement.
Dustin’s litigation experience includes defending generation and transmission project approvals in federal and state courts, addressing environmental and cost recovery claims, and supporting complex legal disputes.
