About
Dora J. Dome is a California education law attorney with more than 30 years of experience advising on student issues and special education. Her work supports schools and educators navigating student discipline, legal compliance, bullying prevention, and questions about students’ rights. Her practice connects education law with the daily procedures that schools must follow when responding to disciplinary concerns or providing services to students.
Dora earned a B.A. from the University of California, Los Angeles, and a J.D. from the University of Hawaii William S. Richardson School of Law. In 2021, she completed a Certificate in Diversity and Inclusion from Cornell University. Her education and legal experience inform her work on equitable student treatment and the requirements governing public schools. She brings legal analysis and practical training together when explaining complex rules to school personnel and families.
Dora has developed written resources addressing student discipline, special education discipline, anti-bullying measures, and student speech. Her publications include Understanding Student Discipline in California Schools: A Parent’s Guide and several Tools for the Trade titles. In 2024, she released guides on teacher discipline procedures, expulsion hearings, and Section 504 compliance. An updated second edition of her Student Discipline Resource Binder was released in August 2026. These works translate education law into materials used to inform day-to-day school practices. The materials address California school settings and common questions raised during discipline decisions.
Dora J. Dome combines legal counsel with professional training for people responsible for student decisions. Her courses address equity, sexual harassment, bullying, and legal compliance in school settings.
