About
Debra D’Agostino is a founding partner of The Federal Practice Group in Washington, DC, and leads the firm’s federal employment team. She represents federal employees in EEO complaints, Equal Employment Opportunity Commission hearings, Merit Systems Protection Board appeals, Office of Special Counsel complaints, and proposed adverse or disciplinary actions. Her practice also includes appellate work and matters involving employees of intelligence agencies, including the CIA, DIA, and NSA.
D’Agostino earned her J.D. with Honors from George Washington University Law School and her B.A. from New York University. Her legal education supports a practice that requires detailed knowledge of federal personnel systems, administrative procedure, discrimination law, and appellate standards. Over more than two decades of practice, she has applied that training to cases involving workplace rights, agency decisions, disciplinary records, and the procedural deadlines that govern federal employment disputes.
D’Agostino represents clients at administrative and appellate stages, including appeals before the EEOC Office of Federal Operations, the MSPB, and federal appellate courts. She has also participated in professional discussions concerning federal whistleblower protections and workplace procedures, including a Government Accountability Office focus group related to implementation of the Whistleblower Protection Enhancement Act. Her work regularly involves complex records, agency investigations, evidentiary issues, and strategic choices about administrative remedies.
Debra D’Agostino is admitted before multiple federal courts, including the U.S. Supreme Court, and has served in professional organizations focused on employment law. She is also an AAA certified mediator. Her practice combines federal employment litigation, administrative advocacy, and appellate experience, helping federal employees address discrimination allegations, retaliation concerns, disciplinary actions, and other workplace disputes within the specialized rules that apply to government service.
