David H. Baker

David H. Baker is a product safety and transportation lawyer and founder of Law Offices of David H. Baker LLC in Washington, D.C. He has more than 35 years of experience in federal safety law and regulation. He focuses on consumer law, product safety, hazardous materials, transportation, and motor carrier regulation. He has handled more than 200 product recalls and participated in major regulatory proceedings before the US Consumer Product Safety Commission.

Mr. Baker earned his J.D. from George Washington University National Law Center. He received his B.A. from Hamilton College. His education also included studies in France at the Sorbonne University and L’ Institute d’Etudes Politiques. During law school, he was a member of the George Washington University Law School Journal of International Law and Economics.

Mr. Baker advises clients on consumer product regulation involving flammables, explosives, toxics, labeling, CPSIA compliance, hazardous materials, and related federal safety requirements. His transportation practice includes motor carrier regulation, contracts, cargo loss and damage claims, logistics matters, hazardous materials packaging, special permits, and advisory opinions. He has first-chaired five major rulemakings before the Consumer Product Safety Commission and participated in numerous civil penalty negotiations.

David H. Baker co-chairs the American Bar Association Committee on Consumer Products Regulation. He is a past president of the International Consumer Product Health and Safety Organization and the Association of Transportation Law, Logistics and Policy. He has taught product safety law at Catholic University Law School and transportation law through the University of Maryland and the Military Traffic Management Command.
