Clark A. Andrews is a shareholder at O’Reilly Rancilio P.C., bringing nearly five decades of legal experience to public and private sector clients. His practice focuses on municipal and governmental law, real estate law, and real estate development, where he advises cities, townships, school districts, and public bodies on planning, zoning, local ordinances, elections, telecommunications, contracts, and economic development. Over the years, he has served as an assistant city attorney for Sterling Heights and Fraser, and as an assistant township attorney for Macomb Township and Shelby Township. This background allows him to deliver practical, compliant, and efficient legal solutions for complex governmental matters.
Mr. Andrews earned his J.D. from the University of Michigan Law School in 1974. He holds a B.A. summa cum laude with high honors in Multi-Disciplinary Social Science (Pre-Law) from Michigan State University, completed in 1971. Additionally, he completed postgraduate courses in fundamental property law and taxation at Wayne State University Law School.
Mr. Andrews has represented owners, developers, and businesses in a wide range of real estate matters throughout his career. His work includes drafting and reviewing purchase agreements, rezoning documents, condominium and subdivision materials, and planned unit development agreements. He regularly appears before planning commissions and zoning boards, handling administrative hearings, appeals, and tax abatement requests. This experience helps clients move projects forward while meeting regulatory requirements.
Mr. Andrews also assists individuals, families, and businesses with estate planning, probate, and trust administration. He advises on wealth transfers, powers of attorney, and fiduciary responsibilities, and serves as a personal representative or trustee upon request. He also guides nonprofit organizations through the process of obtaining 501(c)(3) tax status, helping them achieve compliance with federal requirements.
Clark A. Andrews has also represented public school districts, including Utica Community Schools and Warren Consolidated Schools, in real property, contracts, and election matters. He holds an AV rating from Martindale-Hubbell and has been recognized as a Michigan Super Lawyer for his work in municipal law, reflecting his commitment to ethical, reliable, and effective legal service for the communities he serves and long-term public trust nationwide.
