About

Brooks Cutter is a California personal injury and consumer justice attorney with offices serving Sacramento and Oakland. He represents people seriously injured by medical negligence, motor vehicle crashes, unsafe products, dangerous drugs, and defective medical devices. His litigation work also includes consumer class actions, insurance bad faith, fraud, and whistleblower claims. As a trial attorney, he handles both individual injury cases and complex proceedings involving large groups of plaintiffs and major corporate defendants.

Brooks received a B.A. from the University of California, Berkeley, a Master of Philosophy from Cambridge University, and a J.D. from Stanford Law School. He also attended Trial Lawyers College. Earlier in his career, he clerked for Chief Judge James R. Browning of the U.S. Court of Appeals for the Ninth Circuit. His legal education and federal appellate clerkship helped shape his approach to evidence, legal arguments, and trial preparation in complex civil litigation. He also works with trial teams coordinating cases that involve many plaintiffs and different defendants.

Brooks served on the plaintiffs’ steering committee in a $240 million nationwide settlement concerning defective cardiac defibrillators and approximately 5,000 injured clients. His representative work also includes a $23.5 million whistleblower action involving Medtronic and a $7.6 million jury verdict for a woman with a spinal cord injury caused by a missed spinal tumor diagnosis. Courts have appointed him to leadership positions in litigation involving product liability, medical devices, and insurance disputes.

Brooks Cutter received Northern California Super Lawyers recognition from 2005 through 2026 and was a 2026 Best Lawyers Personal Injury Lawyer of the Year honoree in Northern California. He has served as president of the Capitol City Trial Lawyers Association and as faculty for trial advocacy programs. His work combines individual trial representation with leadership in coordinated litigation, seeking accountability and financial recovery for people affected by serious injuries and misconduct.
