About
Belinda H. Tricinella is of counsel with the Center for Education Law in Oklahoma City. She concentrates on education law, particularly policy development and the regulatory requirements governing special education. Her work supports school officials and educators who must apply legal standards while serving students. Belinda brings a background in government education law to questions involving public school operations, administrative decisions, and the responsibilities imposed by education statutes and regulations.
Belinda earned a B.A. in Journalism, with honors, from the University of Oklahoma. She later received her J.D. from the University of Oklahoma College of Law. During law school, she clerked for Judge Keith Rapp of the Oklahoma Court of Civil Appeals, gaining experience with appellate procedure and persuasive legal writing. That education and court experience support the close reading of policies, regulations, and legal requirements in her practice.
Belinda began her legal career as Assistant General Counsel for the State Department of Education, a position she held during her first two years in practice. She later applied that public-sector experience to advising education clients about special education regulation and policy. Her work addresses the legal questions that arise as administrators seek to follow state and federal requirements while carrying out their educational responsibilities. Her practice focuses on practical guidance for educational decision-makers.
Belinda H. Tricinella is admitted to practice in Oklahoma and is involved in professional organizations serving lawyers and school districts. Her memberships include the Oklahoma Bar Association, the American Bar Association, the Council of School Attorneys of the National School Boards Association, and the Oklahoma School Board Attorneys Association. Her experience connects the work of school administrators with the legal framework that governs public education and special education programs.
