Andrew L. Oltmans is a shareholder and chair of the Intellectual Property group, bringing more than 26 years of experience across a wide range of intellectual property matters. He leads a team focused on IP strategy, patent preparation and prosecution, portfolio management, and post-issuance and appellate proceedings, helping clients align intellectual property with business objectives.
Andrew earned his Juris Doctor from George Mason University School of Law and holds a Bachelor of Science in Chemical Engineering from Drexel University. His technical education provides a strong foundation for advising clients on complex patent matters involving scientific innovation and advanced technologies.
Before entering the legal profession, Andrew worked as a developmental and analytical chemist at Johnson Matthey, concentrating on fuel cell catalyst development, and as a chemical engineer in petrochemical refining operations.
Andrew later served for six years at the U.S. Patent and Trademark Office, including as a primary examiner, where he examined patents in the chemical arts. His work covered metallurgy, coatings, engineered materials, polymers, composites, pharmaceuticals, specialty chemicals, and related technologies, providing him with deep insight into patent examination and prosecution standards.
In private practice, Andrew advises clients ranging from multinational manufacturers to emerging startups, particularly in the life sciences, chemicals, materials, and manufacturing sectors. He provides strategic counsel on patent filing, enforcement, appeals, and monetization, helping clients build and manage robust IP portfolios.
Andrew’s practice also includes experience with software-related technologies used in manufacturing and control systems. By combining technical depth with business strategy, he helps clients protect innovation while supporting commercialization and long-term growth.
Andrew L. Oltmans is admitted to practice in Pennsylvania, before the U.S. Court of Appeals for the Federal Circuit, the U.S. District Court for the Middle District of Pennsylvania, and the U.S. Patent and Trademark Office. He is recognized for his work in patents, trademarks, and intellectual property law and remains active in professional and community initiatives.
