Alexander S. Choinski

Alexander S. Choinski is a seasoned attorney who advises clients on complex cross-border and domestic project finance and development matters. He works on large infrastructure transactions across clean energy, renewables, traditional power, hydrocarbons, telecom, and transportation projects. His practice centers on guiding clients through sophisticated financing structures and major capital initiatives.

Alex earned a B.S., magna cum laude, from Vanderbilt University, with high honors in public policy studies. He later received a J.D., magna cum laude, Georgetown University Law Center, Order of the Coif. His academic training built a strong base in policy, finance, and legal analysis that continues to guide his work.

Alex has more than 2 decades of experience leading the development and financing of infrastructure projects worldwide. He has represented investment banks, multilateral development institutions, export credit agencies, and government credit programs such as TIFIA/RRIF. His work includes secured and unsecured debt finance, multiple lien financings, and tax equity structures.

Alex brings deep experience in cross-border transactions, especially in Latin America, and is fluent in Spanish. He regularly works with corporations and private equity firms on large-scale projects. He also leads negotiations for engineering, procurement, and construction contracts, offtake agreements, and other key project development arrangements, including public-private partnerships.

Alex also advises on corporate governance, joint ventures, asset acquisitions, divestments, restructuring, and sustainability matters. Earlier in his career, he worked at an international law firm and served as in-house counsel for a major international energy company, handling projects and transactions across the energy value chain worldwide.
