Alexander G. Burlingame

Alexander G. Burlingame is a partner at Squire Patton Boggs in Cleveland with a practice focused on public and infrastructure finance. He handles taxable and tax-exempt revenue bond financings and refinancings for public and private institutions. His work includes structuring and documenting financings for colleges, universities, hospital systems, community hospitals, utilities, and other borrowers, helping clients address financing objectives, transaction requirements, and long-term debt considerations.

Alex earned a J.D. from Case Western Reserve University and a B.A. from the University of Tulsa. His legal education provided a foundation for analyzing public finance structures, tax-exempt obligations, transaction documents, and the regulatory considerations surrounding municipal and nonprofit financings. He has developed that training through years of work with borrowers, issuers, trustees, financial advisers, banks, insurers, and other participants involved in complex bond and lease financing transactions.

Alex leads the firm’s higher education finance initiative. He has served as bond counsel to the Ohio Higher Educational Facility Commission and has worked on numerous public university financings. His experience includes restructuring distressed tax-exempt obligations, health system and hospital financings, port authority economic development bonds and leases, solid waste exempt facility financings, and pooled bond fund transactions. He regularly speaks and writes on higher education finance and related public finance issues.
