Alan N. Gamse

Alan N. Gamse is a principal and general counsel at Semmes, Bowen & Semmes, with offices in Baltimore, Maryland, and Washington, D.C. His practice concentrates on insurance regulation, compliance, insolvency, and coverage matters. He advises insurers and insurance-related organizations on issues involving regulatory oversight, licensing, and financial risk. His work addresses legal requirements affecting insurance operations, transactions, receiverships, and the protections available when an insurer becomes insolvent.

Gamse earned his J.D. from the University of Maryland School of Law in 1967 and a B.S. in Industrial Management from the Massachusetts Institute of Technology’s Sloan School of Management in 1964. He was admitted to the Maryland bar in 1967 and the District of Columbia bar in 1982. His management education and legal training provide a foundation for work involving regulated insurance entities, business operations, and complex financial responsibilities.

Gamse has advised on insurance company acquisitions, holding company requirements, market conduct, self-insurance, alternative risk arrangements, surplus lines, and guaranty associations. He also served as Special Deputy Insurance Commissioner for the District of Columbia in the liquidations of Atlantic and Pacific International Assurance Co. and Capital Casualty Insurance Company.
