Steven M. Carr has served clients in York County for more than thirty years, building a reputation for steady legal guidance and practical solutions. His work focuses on complex financial and property-related matters, where careful analysis and clear communication are essential to helping clients address legal challenges effectively.
Steven completed his education through a clearly defined academic progression. He graduated from York Catholic High School in 1974, earned a Bachelor of Arts from LaSalle University in 1978, and received his Juris Doctor from Pennsylvania State University, Dickinson School of Law in 1981.
Steven devotes a substantial part of his practice to bankruptcy and collection matters. Since 1991, he has served as a Panel Trustee for the United States Bankruptcy Court in the Middle District of Pennsylvania, providing representation to both debtors and creditors and gaining deep familiarity with bankruptcy procedures.
Steven also practices in residential and commercial real estate, business law, and decedents’ estates. His work includes guiding clients through property transactions, business-related legal issues, and estate matters, ensuring each case is managed with accuracy, efficiency, and attention to long-term implications.
Steven serves the York County Court of Common Pleas as one of five appointed Child Custody Conciliators. In this role, he assists families by facilitating custody discussions and helping parties work toward resolutions that support stability and comply with court requirements.
Steven Carr contributes to legal education and public understanding of the law. He has been a frequent lecturer on bankruptcy topics for the Pennsylvania Bar Institute and the National Business Institute and has appeared on the York County Bar Association’s “Legal Lines” program to discuss legal issues.
